Most electronics have inductive or capacitive components that create reactive electrical loads. When you supply power to these components, the inrush current can damage circuits—for the same reason your car might be damaged if you washed it with a blast of water from a fire hose.
How do you manage inrush current? Measure the reactance of the load with your LCR meter and use the delayed overcurrent protection, variable slew rate, and current limit settings on your power supply to protect the device.
